Kanpur, November 3, 2025: The Center for Energy Regulation (CER) at the Department of Management Sciences, Indian Institute of Technology (IIT) Kanpur, recently organized the 3rd Regulatory Manthan on “The Draft Electricity (Amendment) Bill, 2025.” The event aimed to facilitate discussions on the key provisions and implications of the draft amendment for the Indian power sector, bringing together distinguished regulators, policymakers, legal experts, and industry leaders on a common platform. The session began with a welcome and introduction by the CER team, followed by opening remarks and a detailed presentation on the analysis of the Draft Electricity (Amendment) Bill, 2025, delivered by Prof. Anoop Singh, Founder and Coordinator, CER & EAL, IIT Kanpur. Panel discussion moderated by Prof. Singh featured eminent experts, including Mr. V. P. Raja, IAS (Retd.), Former Chairman, MERC; Ms. Manju Gupta, Executive Director (Commercial), POWERGRID; Mr. Abhishek Ranjan, CEO, BSES Rajdhani; Mr. Buddy A. Ranganadhan, Senior Advocate, Supreme Court of India; Mr. Chilukamari Chakrapani, Director, TGSPDCL; Mr. Prashant Verma, Director (Commercial), UPPCL; Ms. Paramita Sahoo, Head, Policy Advocacy, Tata Power; and Mr. Shantanu Dixit, Member, Energy Group, Prayas (Pune). The discussion focused on key provisions of the Draft Electricity (Amendment) Bill, 2025, particularly the introduction of retail supply competition through shared networks and issues arising thereof, phasing out of cross subsidies for manufacturing, railways, and metro rail consumers above 1 MW. The proposed changes with respect to timelines for tariff process and removal of members of ERCs were also discussed. Setting up the Electricity Council for better coordination between the center and the state was also highlighted. Provisions related to the right of way were also deliberated by the panelists.
