Mr. Karnal Singh

Mr. Karnal Singh is a distinguished former IPS officer and legal expert with over three decades of experience in law enforcement, financial investigations, and regulatory affairs. Currently, he is the Founder and Managing Partner of Circle of Counsels, where he advises on governance, white-collar crime, anti-money laundering, compliance, cyber law, and financial investigations. He also serves as a Senior Advisor at Optimax Aces and a Visiting Lecturer at Delhi Technological University.




Profile

Mr. Singh graduated from Delhi College of Engineering in 1979 and received master's in technology in Computer Science from IIT Kanpur in 1981. He later completed a diploma in Information Technology from the Asian School of Cyber Laws (2002), a degree in Law from V. M. Salgaocar College of Law, Goa (2003), and an MBA from the University of Delhi (2008). An IPS officer of the 1984 batch, he served with distinction in the Indian Police Service for over 34 years before retiring as the Director of the Enforcement Directorate in 2018. During his distinguished career, he led several high-profile investigations in counter-terrorism, anti-money laundering, and anti-corruption, represented India at the Financial Action Task Force (FATF), and contributed to the drafting of the Fugitive Economic Offenders Bill. Following his retirement, he founded Circle of Counsels, a law firm specializing in governance, compliance, financial crime, cyber law, and regulatory advisory. He is the author of Batla House: An Encounter that Shook the Nation, a book that chronicles his account of one of India's most debated counter-terrorism operations.
